19th GST Council meeting: key decisions

The first meeting after the launch was held by video conference. It found that the cess calibration on cigarettes had cut the overall tax burden compared with the pre-GST regime because it ignored the cascading of VAT on excise duty. The Council raised the compensation cess on cigarettes from midnight of 17-18 July 2017 to restore the earlier incidence.

Rates

  • Raised the specific compensation cess on cigarettes across length categories, effective from midnight of 17-18 July 2017.
  • Raised the ad valorem cess on other cigarettes from 5 per cent to 36 per cent, in addition to the specific cess.
