Report of the Group of Ministers on E-Way Bill for Movement of Gold and Precious Stones - 47th GST Council

This GoM, convened by Kerala, was set up after the 37th Council meeting in 2019. It examined whether e-way bills could be required for moving gold and precious stones, or what else could curb evasion in the sector. It had to balance enforcement against the security risk of revealing transport details for valuable goods. The Council approved its recommendations at the 47th meeting, and left it to each state whether to bring in the requirement.

Key findings and recommendations

  • States may require e-way bills for intra-state movement of gold and precious stones, with a minimum threshold of Rs. 2 lakh, and may set a higher one.
  • Only Part A of the e-way bill is needed and Part B (transporter details) is left out, for security.
  • E-invoicing to be mandatory for B2B supplies of HSN 71 goods by taxpayers with turnover above Rs. 20 crore.
  • Reverse charge on old gold bought from unregistered persons was sent to the Fitment Committee.
