Why GST registration documents differ from state to state

The CGST Rules and the REG-01 form are the same across India, but the documents that support them are not. Stamp duty is a state subject, property records are kept by local bodies, and each state's officers develop their own habits. Preparing for your state's expectations saves a round of queries.

What actually varies

  • Stamp duty on rent agreements, NOCs and partnership deeds, set by each state's stamp act.
  • Whether e-stamp is available and how it is issued.
  • The form of property records: khata, property card, jamabandi, municipal tax receipt or panchayat record.
  • How often officers ask for photographs of premises or signage.
  • Local practice on whether plain-paper NOCs and consent letters are accepted.

What does not vary

The legal basis for registration, the forms (REG-01, REG-03, REG-04, REG-06 and so on), the reply timelines stated in the notice, and the basic requirement to prove the principal place of business. Registration is also state-wise: a GSTIN belongs to one state, and a business in two states needs two registrations.

How to prepare for your state

  • Use stamp paper or e-stamp of the value applicable in your state for agreements and NOCs.
  • Use the property record that your local body actually issues, and explain if it uses a different format.
  • Ask a local practitioner what queries are common in your jurisdiction right now.
  • Keep originals ready, since physical verification may be ordered after registration too.

If you get a state-specific query

Read the REG-03 query carefully. It is the officer's specific requirement that matters, not general practice in another state. Reply in REG-04 within the time stated in the notice with exactly what is asked, and add a short explanation if your local document looks different from what the officer expects.
