PMT-03 explained: getting debited credit back after a refund

PMT-03 is an order passed by the proper officer to put back amounts into your electronic credit ledger, most often after a refund claim that was debited from the ledger is rejected in full or in part. Without it, the debited credit simply disappears, so it is worth tracking after every refund order.

When PMT-03 is issued

  • A refund of unutilised ITC, such as on exports or inverted duty structure, was debited from the credit ledger at filing and later rejected in whole or part
  • Tax wrongly paid or paid in excess through the credit ledger is found refundable, and the refund is allowed by re-crediting the ledger rather than paying cash
  • Other cases where the officer is required to restore credit by order

Timing after a rejection

Under Rule 93, where a refund is rejected and the claimed amount had been debited from the credit ledger, the amount is re-credited by order in PMT-03. Re-credit generally follows only after the appeal period is over or the taxpayer has confirmed that no appeal will be filed, because if you appeal, the outcome of the appeal decides what is due.

A separate form, PMT-03A, applies where a taxpayer repays an erroneous refund of credit and the officer restores the credit ledger. That is a different situation from a rejected refund.

What to check

Compare the refund order (RFD-06) with the credit ledger. The amount rejected should come back to the same tax heads it was debited from. If the order is silent, or months pass after the appeal period without any re-credit, write to the officer with the refund ARN, the order and the ledger extract, and keep the acknowledgement.

Deciding whether to appeal

Accepting the rejection gets you the credit back in the ledger, where it can pay future output tax. Appealing keeps the refund claim alive but holds up the re-credit until the appeal is decided. For a business with steady output tax, the re-credit may be worth more than a long appeal; for an exporter with no output liability, the cash refund usually matters more. A professional can help weigh this and follow up the PMT-03 order.
