GST registration for textile traders

A textile trader selling fabric, sarees or garments needs GST registration once aggregate turnover crosses Rs. 40 lakh in most states, and from the first inter-state sale regardless of turnover. Cloth trade relies heavily on agents, credit sales and parcels sent to retailers in other states, so most merchants register early.

Inter-state dispatches and agents

Wholesale cloth markets supply retailers across the country, and a single parcel sent to another state is an inter-state taxable supply of goods that requires registration. Agents who sell goods on behalf of a principal must also register regardless of turnover.

  • Issue a tax invoice for each dispatch with the buyer's GSTIN and the correct place of supply.
  • Generate e-way bills for consignments above Rs. 50,000, including parcels sent through transporters to other states.
  • A broker who only introduces buyers and earns brokerage is supplying a service and follows the Rs. 20 lakh threshold instead.

Getting fabric processed

Traders often send grey fabric for dyeing, printing or embroidery. Once you are registered, send it to the processing unit under a delivery challan as job work, track its return within one year, and report the movements in ITC-04. The processor charges GST on its job charges if it is registered, and you can claim that as credit.

Returns, discounts and credit

Goods returns and rate differences are routine in textiles. Issue credit notes for returns, and for discounts agreed before the sale and linked to specific invoices, and report them in GSTR-1 so that your liability and your buyer's credit both reduce correctly.

  • Watch credit periods; a buyer who does not pay within 180 days of the invoice has to reverse the ITC, which often leads to disputes.
  • Use the Invoice Management System to act on supplier invoices for fabric, packing and transport.
  • Pay reverse charge on goods transport agency freight where it applies, unless the transporter has opted to pay tax under forward charge.

Registration documents

Keep PAN, Aadhaar and photographs of the owners or partners, the partnership deed for a firm, address proof for the shop and godown, and bank proof. Market shops are often rented or owned by relatives; attach the rent agreement with a recent utility bill, or a consent letter from the owner. A professional can register the firm, add godowns and set up returns that reconcile with your buyers' and suppliers' data.
