When the officer is not satisfied with a core field amendment, or no reply is filed to the REG-03 notice, the amendment is rejected by an order in Form GST REG-05. Your registration stays valid, but with the old details.
If the rejected change was an address, your registration still shows the old principal or additional place of business. Officers expect business to be done from registered places, so running the business at an unregistered address can invite trouble during a verification, including suspension proceedings if the old address is found closed. If the change was a partner or director, your records and the GST record will now differ until the amendment is approved.
In most cases the practical route is to file a new REG-14 with the defects fixed. Read the rejection reasons carefully and address each one with the correct documents: a valid rent agreement, owner's consent, current utility bill, revised deed or resolution, as relevant.
Enter the date of change correctly. Under Rule 19(1A) the amendment generally cannot take effect from a date earlier than the date of the fresh application, unless the Commissioner orders otherwise, so file promptly.
A rejection order is an order under the Act and can be appealed to the Appellate Authority in Form APL-01 within 3 months, extendable by 1 month for sufficient cause. An appeal makes sense where the rejection is plainly wrong, where the officer ignored documents filed with the reply, or where the effective date of the change matters, for example for contracts or e-way bills issued from the new place.
