GST REG-04 explained: your reply to a registration query

GST REG-04 is the form in which an applicant replies to a REG-03 notice, giving the clarification, information or documents the officer asked for. It must be filed within 7 working days of receiving REG-03.

Where to file REG-04

On the GST portal, a new applicant goes to Services, Registration, Application for Filing Clarifications, and enters the ARN. An existing taxpayer replying to a query on an amendment uses the same route after login. The notice text appears on screen, with options to edit specific fields of the application where the officer has allowed it and to upload documents.

The reply can only be filed against an open REG-03 notice. If the window has closed or the application has already been rejected, the portal will not accept REG-04, and the remedy is a fresh application or an appeal.

What a good reply contains

  • A short covering explanation for each point in the notice
  • Corrected application fields where the error was in the data
  • Clear scans of the documents requested, properly signed
  • For premises queries: electricity bill, consent letter or registered rent agreement, and photographs
  • For identity queries: PAN and Aadhaar of the person concerned

After you file

Under Rule 9(4), if the officer is satisfied with the reply, the application is approved and the REG-06 certificate is issued. If the reply is not satisfactory, the officer can reject the application in REG-05, recording reasons. If no reply is filed within 7 working days, rejection is also possible. Where the officer does not act within the time allowed after the reply, the rules treat the application as approved.

Mistakes that lead to rejection

  • Writing 'documents attached' without addressing each objection
  • Uploading a document that contradicts the application
  • Filing after the 7 working day window
  • Changing the principal place of business without explanation
  • Ignoring a request for the physical presence or authentication of a promoter

Professional support

Many rejections come from weak replies rather than real ineligibility. A professional can read the officer's objection, prepare a pointwise reply and check the supporting documents before upload.
