GST REG-05 is the order by which the proper officer rejects an application for registration or for amendment of registration. It must state reasons, and you can either file a fresh, corrected application or appeal against the order.
Rejection usually follows a REG-03 query that was not answered within 7 working days or was answered unsatisfactorily. It can also follow an adverse physical verification report, or failure to complete Aadhaar or biometric authentication when required. Rejection orders are also issued for amendment applications filed in REG-14 that the officer does not accept.
For most small businesses the fastest route is a fresh REG-01 that fixes the exact problem in the order. Read the reasons, gather documents that answer them directly and make sure the premises can be verified. There is no bar on reapplying, but filing the same documents again will usually produce the same result.
If the officer rejected a valid application, for instance by ignoring documents you filed, you can file a first appeal in Form APL-01 before the Appellate Authority within 3 months of communication of the order, with a further month available on sufficient cause. No tax is in dispute, so the pre-deposit issue normally does not arise. An appeal is slower than reapplying but creates a record if the business has a real grievance.
Confirm whether the order cites a REG-03 reply you actually filed. If your reply was on the portal but not considered, that point is central to any appeal. A professional can advise whether to reapply or appeal after reading the order.
