GST refund stuck in Haryana?

Export and inverted-duty refunds are working capital. When a refund is held up by a deficiency memo or a show cause notice, every week of delay costs money. We resolve it for businesses across Haryana — online, without you visiting the GST department.

What this means

A refund is claimed in RFD-01. The officer should issue an acknowledgement (RFD-02) or a deficiency memo (RFD-03) within 15 days. A deficiency memo means a fresh application has to be filed after correction. If the officer proposes to reject any part, a show cause notice is issued in RFD-08, which you answer in RFD-09. The final order is in RFD-06. For zero-rated supplies, up to 90% can be paid provisionally (RFD-04).

Common reasons businesses in Haryana get this

  • Missing or wrongly formatted statements and annexures
  • ITC in the claim not matching GSTR-2B
  • Export shipping bills not matching invoices or GSTR-1
  • Wrong calculation for inverted duty (Rule 89(5))
  • Claim filed close to the two-year limit

Deadlines

  • Refund must be claimed within two years from the relevant date
  • Reply to RFD-08 (in RFD-09): within the time given in the notice
  • Refund should be granted within 60 days of a complete application; delayed refunds can earn interest

How we resolve it — without you visiting the department

  • We review the claim, the deficiency memo or the RFD-08
  • We rebuild the statements and reconcile ITC and exports
  • We file a fresh RFD-01 or the RFD-09 reply online
  • We follow up with the refund officer in writing until RFD-06 is issued
  • If a refund is wrongly rejected, we prepare the appeal

You never have to

  • Stand in a queue at the ward or circle office
  • Meet the officer yourself or attend the hearing
  • Draft legal replies or work through portal forms
  • Chase the department for an update — we follow up in writing and keep you posted

Haryana: from June 2026, DRC-01 notices and DRC-07 orders are also sent by registered or speed post in addition to the GST portal, so check your post as well as the portal.

What to send us (on WhatsApp or email)

  • RFD-01 / RFD-03 / RFD-08 copies
  • Export invoices, shipping bills or BRCs
  • Purchase register and GSTR-2B
  • Refund calculation workings

What happens if you ignore it

A rejected refund that is not appealed in time is lost, and a fresh claim may be outside the two-year limit.

Everything we do is through lawful, documented channels — replies on the portal, hearings and written submissions on record. A strong, documented reply is what closes matters quickly.

Refund stuck in Haryana — FAQs

Why is my GST refund stuck?+
Common reasons are a deficiency memo (RFD-03) for missing documents, ITC or export data not matching the portal, or a show cause notice (RFD-08) proposing rejection.
Do I need to meet the refund officer?+
No. Replies and fresh applications are filed online, and we follow up in writing. If a hearing is fixed, our representative attends.
Is interest paid on a delayed GST refund?+
If a refund is not granted within 60 days of a complete application, the law provides for interest on the delayed amount.
Do I need to visit the GST department at all?+
In most cases, no. We reply online, attend hearings as your authorised representative under Section 116 of the CGST Act, and follow up in writing. You share documents on WhatsApp or email and approve every reply before it is filed.
