Core fields in GST registration and why they need approval

Core fields are the registration details that, under Rule 19 of the CGST Rules, can be amended only after the proper officer approves the change. You file the change in Form REG-14 through Amendment of Registration Core Fields on the portal.

The core fields listed in Rule 19

  • Legal name of the business, where there is no change in PAN.
  • Address of the principal place of business, other than a change to another State.
  • Address of any additional place of business in the same State.
  • Addition, deletion or retirement of partners, directors, Karta, Managing Committee members, Board of Trustees, Chief Executive Officer or equivalent persons responsible for day-to-day affairs.

Where trade name fits

Trade name is not named in Rule 19. On the portal, however, it is edited through the core fields amendment because a change produces a new registration certificate, and the GSTN user guide treats it as a core amendment. In practice, expect a trade name change to go to the officer.

What approval involves

The officer verifies the supporting documents: a new rent agreement and utility bill for an address, a revised partnership deed or board resolution for partners or directors, and PAN data for legal name. The officer must approve within 15 working days or issue a REG-03 notice in that time; otherwise the amendment is deemed approved. The approval order is Form REG-15.

Once approved, core amendments take effect from the date of the event that caused them, though under Rule 19(1A) no amendment takes effect from a date earlier than the date of the REG-14 application unless the Commissioner orders otherwise.

Proposed changes after the 57th GST Council

FAQs released by the government in October 2026 on the GST Council's recommendations say that amendments to legal name, constitution of business and additional place of business will be treated as non-core and processed by the system, and that principal place changes for Rule 14A registrations will also be automatic. A principal place change for normal taxpayers stays with the officer. These changes depend on the necessary rule amendments and portal changes, so check what the portal shows when you file.

A professional can confirm which route currently applies to your change and prepare the documents the officer will look for.
