GST REG-08 is the order by which the proper officer cancels a registration granted for TDS under Section 51 or TCS under Section 52. It is used under Rule 12(3) when the person is no longer liable to deduct or collect tax.
A deductor or collector may stop being liable, for example when a government office is closed or merged, when contracts that attracted TDS end and the office is no longer a deductor, or when an e-commerce operator stops facilitating supplies through its platform in a state. The officer may cancel on request or on finding, after inquiry, that the person is no longer liable.
Cancellation does not wipe out obligations for the period when the registration was active. Clear everything first so the record is clean.
There is no separate application form prescribed for a TDS or TCS registrant to seek cancellation. In practice a written request is made to the jurisdictional officer explaining why liability has ended, often with supporting orders. The officer then passes REG-08 after verification. If the officer starts the process on his own, the registrant should be given an opportunity to explain.
Once REG-08 is issued, the registration stops being active for filing. Liability for any earlier default remains and can still be demanded within the limitation period. Keep the order with your records, and make sure the supplier side reconciliations are complete so suppliers do not face mismatches later.
If the same entity still makes taxable supplies, its normal GSTIN is not affected by REG-08. Only the TDS or TCS registration is cancelled, so check that the correct registration is shown as cancelled on the portal.
