GST REG-16 is the application a registered person files to cancel their own GST registration, for example on closure, transfer or change in constitution of the business. It must be filed within 30 days of the event, and the registration is suspended from the date of application.
If you are only closing one branch, REG-16 is not the right form; remove that additional place of business through an amendment in REG-14 instead.
Rule 20 requires details of inputs held in stock, inputs in semi-finished or finished goods, capital goods, the tax liability on them and the tax paid. Under Section 29(5), input tax credit on such stock or the output tax on it, whichever is higher, must be paid. In case of transfer or merger, the details of the new entity must be given.
Once REG-16 is filed, the registration is treated as suspended from the date of application or the date from which cancellation is sought, so you should not make taxable supplies during this time. The officer may issue a query, and must pass the cancellation order in REG-19 within 30 days of the application or of your reply.
File the final return GSTR-10 within three months of the date of cancellation or of the cancellation order, whichever is later. All returns up to the date of cancellation must be filed. Cancellation does not end liability for past periods; notices for earlier years can still arrive.
