GST REG-32 explained: leaving the Rule 14A simplified registration

GST REG-32 is the application to withdraw from the simplified registration option under Rule 14A of the CGST Rules. The GSTIN stays the same; the business simply moves to the normal registration regime so it can report output tax above the Rule 14A limit.

What Rule 14A is

Rule 14A, in force from 1 November 2025, lets an applicant opt in REG-01 for a fast-track registration, granted electronically within three working days after Aadhaar authentication. It is meant for applicants who self-assess that their output tax liability on supplies made to registered persons will not exceed Rs. 2.5 lakh a month. The test is tax on business-to-business supplies, not turnover.

When REG-32 is needed

A business that expects its output tax on supplies to registered persons to cross the Rule 14A limit must withdraw before it can report such liability. Some businesses also prefer the normal regime as they grow. REG-32 is not a cancellation; it only changes the registration route.

Conditions on the portal

The application is filed under Services, Registration, Application for Withdrawal from Rule 14A, and appears only for active Rule 14A registrants. Per the GSTN advisory, it requires:

  • Filing of the returns required by the rules, and of all returns due from the effective date of registration
  • Aadhaar authentication of the primary authorised signatory and at least one promoter or partner
  • A stated reason for withdrawal
  • Completion of the draft and authentication within the time the portal allows

While the application is pending

Core and non-core amendment applications and self-cancellation cannot be filed until the withdrawal is processed. Once it is approved, liability above the Rule 14A limit can be reported from the period stated in the approval, generally from the first day of the following month. Until then, plan B2B billing so the limit is not crossed.

Getting it right

Because this is a new procedure, read the portal advisory current at the time of filing. A professional can check return status, file the application and track approval.
